On 31 August 2009 during the first meeting of the Subcommittee on Human Rights of the newly elected European Parliament, Prof. Florence Benoît-Rohmer (EIUC Secretary General) and Prof. Horst Fischer (EIUC President) presented the EIUC Study on Human Rights Mainstreaming in EU's External Relations (for an EU Human Rights Commissioner).

The study has been written under the direction of Dr. George Ulrich with the assistance of Professors Benedek, Benoit-Rohmer, Marquez Carrasco, Fischer, Kedzia, as well as Dr. Grigolo, Dr. Oberleitner, Dr. Pippan, Mr. Sidhom, Mrs Kettemann and Mrs Mostl.

The publication was welcomed very favourably by the Subcommittee. The proposals that it convey were largely discussed and some of them will be subject to a re-examination later by the Subcommittee.
